RESEARCH
The Arquebus Europe team has delivered a number of high-profile research projects. Most recently, ISF-Police Project REGISYNC sought to assess the state of play for SALW registration across 37 EU Member States and third partner jurisdictions to develop common minimum standards in firearms record keeping and recommendations on firearms tracing and international information exchange best practices.

Firearms Focal Point DEVELOPMENT
Building on the experience gained from their role in establishing one of the first NFFPs in the world (the UK’s National Ballistics Intelligence Service), the Arquebus Europe team has led the way in the development and delivery of NFFPs internationally. Working in partnership with UNDP SEESAC, members of the Arquebus Europe team contributed to the establishment of NFFPs in Kosovo*, Albania, Montenegro, Serbia, North Macedonia and Moldova
Arquebus Europe’s team were also involved in ISF Project FOCAL-SF, conducting a comparative analysis of existing NFFPs in Belgium, Netherlands, Albania and the United Kingdom. This work was carried out in support of the EU Action Plan 2020-25 and the 10726/21 European Council Conclusions.
Crucially, the NFFP model is not ‘one size fits all’, being adaptable to suit the local security context. For example, an NFFP might be a centralised national service, or a ‘virtual’ NFFP which utilises a single point of contact to coordinate multiple yet distinct services to operate as an NFFP.
Arquebus Europe is uniquely positioned as an independent organisation delivering the necessary training, expertise, processes, and technology to enable the development and delivery of an NFFP. Based on our extensive experience of firearms criminality, and our proven track record in building NFFPs, Arquebus Europe is able to bring a truly independent and internationally experienced team to the development of your NFFP.

Arquebus Europe’s team are experienced in designing and delivering projects which constitute the core building blocks that any jurisdiction wishing to minimise and prevent the impacts of firearm misuse should consider implementing. Project REgisync
Project REGISYNC was an Internal Security Fund Police-funded project aimed at reducing the diversion of firearms in EU Member States and beyond.
The project achieved this through through the promotion of common minimum standards, effective practices in national firearms registries and improved information exchange among law enforcement agencies (LEAs) in the EU and target partner regions such as Southeast Europe, Ukraine and Moldova.
Project REGISYNC culminated in the delivery of:
21 jurisdiction profiles on the state of play regarding national firearms registers. These provided a baseline for selecting case study visits and as a benchmark for assessing the future progress of target countries.
A policy paper outlining the common minimum standards for a life-cycle firearms registry.
A report on effective and innovative practices for a life-cycle firearms registry, including common minimum standards.
A policy paper on the exchange of information, identifying gaps in the exchange practices or availability of information, and defining the standard protocols and data that needs to be shared.
A set of recommendations on enhancing LEA exchange of information, focusing on availability of information, providing access to information, and ensuring effective exchange of information.
